The rapid changes which the value of house-property yearly assessment is apt to undergo in this Colony render a tenimento a necessity, and it is certain therefore that the entire time of the assessor for the year will be taken up by his duties under the Treasury, to the exclusion of any work in connection with the Surveyor-General's Office, which it might have been desirable to assign him.
